CONTEXT OF THE JOB:
Within University Finance, Procurement Services is responsible for the purchasing and payment for all University's goods and services needed to execute its mission. In addition to traditional purchasing activities, Procurement Services is responsible for processing and execution all non-payroll disbursements.
Procurement Services is responsible for managing the procurement and contract process on a university-wide basis, including purchasing contracts and any other legal agreements associated with the acquisition of goods and services that support the University's educational, research, and business initiatives. The Contract Manager is under the general direction of the Director of Procurement Services and is responsible for administering the contracts system and overseeing the procurement contracts for goods and services.
The Contract Manager is a key role in the University’s Procurement organization, owning and continuously improving the contract life cycle management process, including all aspects of the contract system functionality. In addition, the position is responsible for independently managing a contracts team and the day-to-day oversight of contract administration, negotiation, and coordination of all contracts to procure necessary goods and services in support of the University. The Contract Manager must demonstrate initiative, extensive use of professional judgment and ensure contracts are in alignment with the University of Delaware’s business requirements and objectives, as well as best practices in procurement.
MAJOR RESPONSIBILITIES:
- Serves as an interface between key business stakeholders with strong collaboration skills across the Office of General Council, IT Project Management Office, Risk Management Office, and other departments to ensure terms and conditions are compliant with policies and procedures and best business practices
- Provides oversight and administration of the contracts system.
- Ensures that contract and purchasing staff, as well as end users, are appropriately trained in all aspects of the contract review process, the functionality of the University’s contracting system, and any other aspect of Procurement’s contract management process as needed.
- Assigns procurement contracts to contract analysts for review and directly handles more complex, high-level supplier negotiations.
- Manages University contracts, including making recommendations, record keeping, monitoring compliance, tracking performance against contract terms, and managing contract expiration to minimize the risk of supply interruption.
- Develops and implements procedures for contract management and administration in compliance with University policy.
- Develops a contract performance measurement plan, prepares, and executes evaluation reports in cooperation with key stakeholders and suppliers.
- Creates and manages contract template library with alignment from OGC.
- Supports formal sourcing initiatives while implementing source-to-contract best practices by optimizing the contract system functionality.
- Manages the dispute resolution process for contracts; coordinates with internal stakeholders as needed.
- Represent Procurement Services on cross-functional initiatives through working groups, committees, and team collaboration.
- Performs other job-related duties.
QUALIFICATIONS:
- Bachelor’s degree in business administration, accounting, finance, or related field, required, with six years directly related experience, or an equivalent combination of education and experience.
- Juris doctor, master’s degree and/or paralegal experience in a higher education procurement environment is preferred.
- Thorough knowledge of different contract types.
- Experience in working with automated contract systems, preferably Jaggaer.
- Strong project/program management skills.
- A minimum of five years of directly related experience in contracts with preferred knowledge of related procurement processes, tools/systems, policies, and best practices.
- Demonstrated negotiation skills of the highest quality and effectiveness
- Good customer relations with both internal stakeholders and external partners and suppliers
- Ability to work independently and exercise good judgment and discretion in handling difficult, complex issues
- Strong organizational and multi-tasking capability that produces accurate, detail-oriented work in a timely manner to meet stringent deadlines
- Strong presentation skills: can speak across various forums and communicate to broad, diverse audience, including comfort level interacting with senior level management.
