Water System Operator I
Description of the Job:
The job of Water System Operator I shall include the performance of semi-skilled and skilled maintenance work in installing, repairing, and maintaining water utilities. This individual will be required to work out of doors in all kinds of weather, and to perform heavy manual work. This individual shall be under the supervision of the Water System Supervisor, and may be required to work alone on a project after specific instructions have been given. This position requires a minimum of a Water System Operator Grade IV Certification.
Essential Functions of the Job:
Accurately and efficiently handle all service requests to include turn-on and turn-off orders, leak investigations, pressure checks and other related service calls;
Assist in the installation, repair and maintenance of water and sewer lines, water services, curb boxes, valves, man-holes, curb stops and other facilities in the water and wastewater distribution system in the City;
Perform meter installation and changes;
Perform meter testing, repair and rebuilding;
Accurately use computer and SCADA system to input data and monitor system performance;
Assist with the collection of water samples when needed;
Perform the duties of Meter Reader when required, using an electronic meter reading device and computer equipment;
Rotate on-call duties on weekends and holidays to monitor water distribution system;
Assist with the installation, repair, and painting of fire hydrants;
Assist with fire hydrant flushing program;
Assist with main valve inspection and exercising program;
Perform general maintenance work in public buildings and property;
Perform maintenance and repair work on equipment and vehicles;
Periodically check the well sites and take daily readings;
Operate a backhoe or other heavy equipment;
Assist with mixing, pouring and performing rough concrete work;
Use all types of hand tools and some hydraulics;
Assist in handling customer complaints and inquiries as needed;
Assist other departments with repair and maintenance work as assigned, which may include but is not limited to assisting with snow removal;
Assist with related duties in cooperation with any division or department as assigned;
Regular attendance and punctuality required.
Knowledge, Skills, and Abilities:
Ability to secure and maintain a Water Systems Operator Grade IV Certification;
Ability to maintain a Valid Commercial Driver's License (CDL), as a requirement of the position;
Ability to operate a truck, tractor and related automotive and mechanical equipment;
Ability to utilize a variety of hand tools and power equipment in the performance of repair and maintenance work;
Ability to follow simple oral and written instructions;
Ability to communicate effectively both orally and in writing;
Ability to deal in a positive manner with the general public and with co-workers;
Ability to lift up to 60 pounds with the ability to lift lesser weights repetitively;
Ability to drive, walk, sit, stand, lift, bend, twist, kneel, crawl, reach, push, pull, dig, shovel, talk, hear, and perform a variety of physical activities needed to accomplish the essential functions of the position;
Ability to return to work during an emergency event;
Ability to work outdoors in extreme weather conditions, when required.
Minimum Qualifications:
Education equivalent to completion of the 12th grade;
Water Systems Operator Grade IV Certification or ability to obtain within first year of employment;
Valid Commercial Driver's License (CDL) or ability to obtain one in 6 months;
Some experience in equipment operation and maintenance.
Preferred Qualifications:
Water System Operator Grade IV Certification;
Valid Commercial Driver's License (CDL);
Basic knowledge of operation of water transmission and distribution system;
Experience in construction and/or maintenance work involving water utility systems;
Knowledge of basic mechanical and plumbing techniques.
