Fire Prevention Officer
Full-time position with the City of Scottsbluff Fire Department.
Description of the Job:
The Fire Prevention Officer shall be responsible for the fire prevention programs for the City of Scottsbluff. This position shall administer and enforce all fire codes, including the review and approval or denial of applications for building permits, as the Fire Code Official. The Fire Prevention Officer is responsible for conducting on-site inspections on new and existing buildings, as well as taking action needed to enforce
building codes and all other applicable requirements of the City of Scottsbluff. This individual shall coordinate the review of such permit applications with other City Officials who have a responsibility for approving such construction plans and permits. This work also involves reporting of all violations and investigations of citizen complaints, including personal contact with property owners or residents. The Fire Prevention Officer reports directly to the Fire Chief or Incident Commander.
Essential Functions of the Job:
Conduct plan review for new construction as it relates to the NFPA code and other various City codes and ordinances regulating the same;
Review subdivision plans for Fire Department access and water supply;
Conduct inspections for new occupancies for the issuance of certificate of occupancies;
Coordinate fire prevention inspections of existing buildings and report findings to the Fire Chief;
Prepare written notices of violations under the supervision of the Fire Chief;
Issue citations relating to fire code violations in accordance with municipal code under the supervision of the Fire Chief;
Handle questions and complaints from citizens, business owners, contractors, and facility managers regarding Fire Code for new and existing construction &/or projects;
Work in conjunction with Code Administrators relative to City Code's and ordinances;
Assist the City Prosecutor in preparation of information for the prosecution of any and all code violators;
Provide for re-inspections to verify identified violations have been corrected;
Make fire code inspections of construction sites as assigned;
Research property history to determine environmental impacts and provide written reports to agencies and/or citizens;
Maintain complete and accurate records and prepare daily reports of all inspections and citizens contacts;
Participate in fire cause investigations;
Develop and present informational programs to community organizations, school groups, and businesses regarding fire prevention;
Participate in fire prevention training programs;
Assist with related duties in cooperation with any division or department as assigned;
Regular attendance and punctuality required.
Knowledge, Skills, and Abilities:
Ability to attain working knowledge of NFPA code and basic building code;
Ability to attain certification as a NFPA Certified Plan Reviewer within one year of Appointment;
Ability to attain certification as a NFPA Fire Inspector I within 1 year of appointment;
Ability to attain a general working knowledge of City's Codes and ordinances;
Ability to attain a general working knowledge of the State of Nebraska's fire and life-safety codes;
Ability to serve as a State Deputy Fire Marshal under Delegated Authority;
Ability to conduct State inspections for institutions, fuels, and liquor licenses.
Ability to establish and maintain an effective working relationship with contractors, City officials, City employees, the Nebraska State Fire Marshal's Agency, insurance agencies, and the general public;
Ability to deal with stressful situations involving the need to make discretionary decisions based on information at hand;
Ability to make mathematical computations accurately;
Ability to follow oral and written directions;
Ability to attend Planning Commission meetings or other meetings as needed, which may be outside regular office hours;
Ability to operate office equipment and learn computer applications;
Ability to maintain his/her own files and correspondence;
Ability to work with minimal supervision;
Ability to lift or move 30 lbs by self;
Ability to stand, walk, sit, ride, climb, twist, kneel, bend, crawl, and perform a variety of similar body movements necessary to perform the physical activities required of this job;
Ability to drive/operator fire department staff vehicles;
Ability to supervise those assigned to assist the Fire Prevention Officer, such as volunteers or interns or career staff assigned to a functional role of inspection and prevention programs.
Minimum Qualifications:
Education equivalent to completion of the 12th grade.
Experience in reading and evaluating blueprints and plans.
Valid Driver's license.
Preferred Qualifications:
Experience in the enforcement and uniform application of the NFPA code and fire prevention codes and other construction codes, i.e., building, plumbing, electrical,
Knowledge of City codes and ordinances.

Hourly rate: $22.77-$30.50
