Description of the Job:
The Administrative Service Assistant is a support position providing customer services and clerical support for administration at City Hall. The purpose of this position is to provide a positive, unified point of contact for both citizens and staff within City Government. This individual directly reports to the Deputy Finance Director and will be accountable for a variety of administrative responsibilities. This position requires strong written and verbal communications and computer skills, has a positive service-oriented attitude, ability to handle confidential matters, and the ability to work effectively and efficiently with coworkers in a team environment to promote excellent customer service.
Essential Functions of the Job:
Serves as the customer service representative for utilities, parks, and development services, to answer questions, handle complaints, process service orders, and provide direction or information in person or over the telephone;
Collect and process monies due to the City for utilities and a variety of services provided;
Weekly processing of utility billing which include regular billings, new accounts, disconnects and shut off notices;
Generate work orders for utility divisions by analyzing data;
Coordinates park reservations and collection of rental fees;
Directs building permits and code inquiries to Development Service Department as needed;
Maintain, process and issue a variety of registrations, permits and licenses, which may include the preparation and mailing of annual renewal notices;
Occasionally provides clerical support for City Hall staff as directed by supervisor;
Performs special projects, as assigned by supervisor;
Regular attendance and punctuality required;
Assist with related duties in cooperation with any division or department as assigned.

Ability to organize and prioritize multiple tasks;
Ability to deal with the general public, co-workers, city employees, elected and appointed officials in a positive and supportive manner at all times;
Ability to communicate effectively both orally and in writing;
Ability to interact and communicate with all utility divisions regarding activation and disconnection of services;
Ability to work as a team member;
Ability to perform repetitive motion (keystroke) for prolonged periods of time;
Ability to sit, talk, hear, reach with hands and arms, use fingers, and have the ability to crouch,
stoop, and lift or move 20 lbs. by self;
Ability to prioritize multiple projects and meet deadlines;
Ability to communicate with citizens and City staff effectively both orally and in writing in a positive, courteous and professional manner.
Minimum Qualifications:
Education equivalent to high school diploma with a minimum of three years secretarial experience;
Strong knowledge of and skill in the use of modern office practices, including the use of a 10-key calculator, personal computer (PC), experience with Microsoft Word, Excel.
