Community Service Officer City of Craig. $20.56/hour - $29.56/hour Ful Time with excellent benefits. Responsible for enforcement of all laws involving animals within the jurisdiction. Also enforces parking/code enforcement ordinances. H.S./GED. Valid Colorado driver’s license. Excellent oral/written communication skills.

SUMMARY
Responsible for performing ordinance enforcement and non-enforcement services; enforcement of ordinances and state laws involving animals within the jurisdiction; capturing, removing, and disposing of animals; enforces parking and code enforcement ordinances.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are typical for this classification. Duties are varied for this position and the list may not be all inclusive. Additional or different duties from those set forth below may be added from time to time to address needs and changing community requests.

1. ADMINISTRATIVE
Notifies supervisor of all animal shelter activity and all problems arising in the shelter. Enforces Craig City ordinances related to code enforcement, animals, livestock, fowl, and parking. Maintain and submit a daily report of activities. Complete required reports as needed for documentation for calls for service; monthly reports; submission to various State agencies; other entities as needed. Prepare documentation and testify in court as needed. Assists / provides input in formulation of Department directives pertaining to animal control.

2. FIELD WORK
Patrols city streets and contracted areas within Moffat County; take into custody any animal as needed; takes necessary steps to deal with any animal that may be in violation of the city ordinances or state laws; deal with or assist in controlling/impounding vicious animals; transport animals to Animal Shelter as needed; deals with such animals in a safe and humane manner.
Assist in or transport impounded animals to an approved facility that may be injured or sick for treatment and/or any animal that is to be destroyed as set forth by Department policy or court order.
Responds to complaints concerning code enforcement, animal problems, parking, or violations of code enforcement and animal control ordinances. This may include, but is not limited to, animals running at large, bites, property damage, vicious animals, or injuries.
Assists / coordinates the removal of dead, injured, or dangerous animals from streets and residential premises.
Investigates possible violations of code and animal ordinances and issues warnings or citations as required; appears in court to testify regarding code enforcement and animal control cases.
Serves various criminal or civil notices or papers related to enforcement of animal and / or codes ordinance violations.
Uses sound judgment in deciding courses of action and solutions. Expected to handle difficult and emergency situations with minimal assistance.
Carries out duties in conformance with Federal, State, County and City laws and ordinances.
Follows and maintains high ethical standards. Must be able to render creditable testimony in a court of law.

3. MAINTENANCE
May assist in the maintenance of the animal shelter used to house animals being held until claimed or euthanized as needed; monitors conditions at the animal shelter to ensure that all animals located there are properly cared for by shelter personnel i.e. food, water, cleanliness.
Operates and maintains the animal control vehicle as assigned by the Department; reports maintenance issues to ensure the vehicle in a safe condition and maintains the vehicle in a clean condition.

4. RECORD KEEPING
Audits records and files of the animal shelter and the animals housed there; logs incidents concerning animal control. Compiles a variety of data regarding animal control activity and code enforcement activities; prepares monthly and annual reports of activities.

5. MISCELLANEOUS
Coordinates outreach programs to educate public awareness of animals and codes ordinances and humane treatment of animals; works closely with the media, public interest groups and business to promote improved care and control of animals. Participates in special projects as directed.
Conducts training of Departmental personnel in animal control and code enforcement related areas. Performs other related duties and responsibilities as assigned.
Coordinates with police supervisory personnel on investigation activities, provides mutual assistance during emergency situations and provides general information about Department activities. Other duties as assigned.

QUALIFICATIONS:

Also needed is the ability to learn general procedures of law enforcement; handling, feeding and care of dogs and other animals; proper interpretation and application of pertinent federal, state, and local laws, codes, regulations and Department policies and procedures; principles and procedures of storage, record keeping, and report preparation; modern office practices, methods, and computer equipment; occupational hazards and standard safety practices necessary in and around working area; use and monitor two way radio traffic and respond accordingly.
Will need to be able to operate a variety of communications, and animal control/capture equipment; modern office equipment including computer equipment; be able to prepare and maintain accurate and complete records; prepare clear and concise reports; understand and follow verbal and written instructions.
High School diploma or GED equivalent.
Have or obtain an appropriate, valid Colorado driver's license.
Skill in operating a motor vehicle safely, using safe driving principles and practices.
Skills in responding to requests and inquiries from the public.

PHYSICAL DEMANDS
While performing the duties of this job the employee is frequently required to stand, walk, sit, talk, hear, reach with hands and arms, use hands to finger, handle and feel items, stoop, kneel, crouch or crawl, write, read, and drive a vehicle. Occasionally the employee must climb or balance and keyboard.
The employee is frequently required to lift and/or move up to 10 pounds. The employee is occasionally required to lift and/or move up to 25 pounds. The employee is infrequently required to lift and/or move up to 100 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT
While performing the duties of this job the employee frequently works with and/or near moving objects, works in confined areas, works outdoors, works varying shifts, and works alone, with or around others. Occasionally, the employee works indoors. Infrequently, the employee works with or around fumes or airborne particles. The noise level in the work environment is usually moderate.
